Victoire Ingabire

Member of the opposition, Victoire Ingabire, President of the Unified Democratic Inkingi Forces
(FDU-Inkingi), has been rotting in jail since October 2010. Based on testimonies made by witnesses, confessions extorted under torture, she was sentenced by the Supreme Court, in December 2013, to 15 years in prison for "the minimization of genocide" and " conspiracy against the authorities through acts of
terrorism and war ". Her appeal -rejected - was never given due process or a fair trial complying with international law.

Exiled for seventeen years in the Netherlands, most notably during the genocide, Victoire
Ingabire had the misfortune of returning to Rwanda to run for president against former president Paul Kagame, in power since 1994.

In 2016 and in 2017, two international independent institutions, the European Parliament, and the African Court of Human and Peoples’ Rights (ACHPR), denounced the political detention of Victoire Ingabire. Despite that, Paul Kagame’s regime remains unyielding: this opponent must remain in prison. In its resolution of October 6, 2016, the European Parliament reminded that "serious irregularities tainted Victoire Ingabire’s trial. She was not fairly tried ". In a decision made on November 24th, 2017, the ACHPR acknowledged the violation of her rights to a defense throughout the proceedings as well as her rights to freedom of expression.

The ACHPR also indicated that nothing in the statements of Victoire Ingabire "denies nor minimizes the genocide" perpetrated against Tutsis in 1994.
